The MassDEP Underground Storage Tank (UST) Data Management System supports the state's efforts to protect groundwater resources from potential releases of petroleum products and other hazardous materials stored in underground storage tanks.
On January 2, 2015, MassDEP adopted new UST regulations at 310 CMR 80.00 that address design/construction/installation, registration, operation, maintenance, closure and inspection of UST systems used to store petroleum fuels and hazardous substances.
In Massachusetts, approximately 4,500 facilities use 9,700 UST systems to store hazardous substances and petroleum products that they sell or use in their industrial processes and to fuel their vehicles and equipment. More than 3,000 of these facilities are retail gasoline stations or intermediate distributors of petroleum fuels.
UST systems are also found at airports, hospitals, schools, military bases, golf courses, and federal, state, and local government facilities, as well as large and small businesses that need to store hazardous substances and fuel. Most of Massachusetts' UST systems (90 percent) hold petroleum products such as gasoline, diesel, and other petroleum fuels. Another four percent hold hazardous materials -- most commonly acids, bases, and solvents.
The UST Data Management System will:
- Maintain the following facility information:
- UST system owner and operator contact information.
- An inventory of the UST systems and related components.
- Applicable financial responsibility mechanism(s).
This facility information is maintained by the facility owners/ operators by electronic submittal through this application.
- Facilitate owners' / operators' submittal of applicable documents (updated facility registrations, changes of ownership, third-party inspection reports, compliance certifications, etc.) by electronic submittal through this application.
- Facilitate owner / operator coordination with third-party inspectors, as well as facilitate inspections, report preparation and submittals:
- Maintain a list of certified Third-Party Inspectors.
- Provide electronic third-party inspection forms, pre-populated with current facility information.
- Provide for electronic sharing of documents between facility owners and operators and third-party inspectors prior to submittal to MassDEP.
- Provide public access to UST information. The system will replace the current web-based UST Query tool and will allow the public to access facility information on the location, tank age/type and products stored in UST in their neighborhood and communities across the state.
- Manage registration and certification of Third-Party Inspectors and Class A, A/B and B operators. This system will allow prospective Third-Party Inspectors and Class A, A/B and B operators to submit registration and exam results electronically, and MassDEP to issue applicable certification documents electronically.
